Introduction of State Consulting Agencies (SCAs) under PMKVY CSCM

NSDC has appointed SCAs in each state to coordinate, facilitate, and oversee PMKVY CSCM activities— including Training Partner (TP) onboarding, Training Centre establishment, job-role approvals, monitoring, and reporting.

Role of State Consulting Agencies (SCAs)

  • Receive and evaluate proposals from interested organizations.
  • Submit eligible applications to NSDC via the SCA RFP Portal.
  • Coordinate TP Registration & Validation, Centre Accreditation/Affiliation, Job Role approvals, target allocation, and reporting.

How to Apply (via SCA)

  1. Approach your State SCA and understand state-specific eligibility.
  2. Share required documents (Registration certificate, PAN/TAN, SPOC KYC, MoA/Deed/By-laws, address proof).
  3. SCA evaluation as per PMKVY 4.0 guidelines.
  4. Submission on SCA RFP Portal for NSDC review and inspection scheduling.
  5. Approval & Target Allocation (post-verification) via the SCA.

RFP Process Flow under PMKVY CSCM

  1. Pre-Registration (Document Submission) on SCA RFP Portal by SCA.
  2. Profile Verification by NSDC and issuance of a Registration Date.
  3. Final RFP Submission by SCA on the allotted date.
  4. Project Approval & Payment — SMS from PMKVY/NSDC to pay:
    • TP Registration Fee: ₹10,000
    • TP Inspection Fee: ₹20,000
    • Total: ₹30,000
  5. Post-Payment — SPOC interview, TP ID activation, TC application, Job-role selection, etc.
NSDC may approve/reject/blacklist any organization not complying with PMKVY CSCM guidelines or timelines.

Important Notes

  • No direct NSDC registration for PMKVY CSCM; apply only via your SCA.
  • Use of the SCA RFP Portal is mandatory for submissions and fee payment post-approval.
  • Follow timelines; non-compliance can lead to rejection or blacklisting.
