What is PMKVY?
With an aim to empower the country’s youth and continue the journey of the Skill India Mission in building India as the skill capital of the world, the Ministry of Skill Development and Entrepreneurship (MSDE) launched the fourth phase of its flagship scheme — Pradhan Mantri Kaushal Vikas Yojana (PMKVY 4.0). Announced in the Union Budget 2023-24, PMKVY 4.0 focuses on encouraging and promoting skill development to address modern industry needs. Incorporating the learnings from previous iterations, PMKVY 4.0 is implemented in a highly decentralised structure. District Skill Committees (DSCs), under the guidance of State Skill Development Missions (SSDM), play a key role in addressing the skill gap and assessing demand at the district level.
The scheme targets lakhs of youth over the coming years, shifting its focus toward "Industry 4.0" and new-age courses like Artificial Intelligence, robotics, mechatronics, IoT, 3D printing, and drones, while continuing to offer traditional training. The scheme has two main components — the Central Component implemented by the National Skill Development Corporation (NSDC) and the Directorate General of Training (DGT), and the State Component implemented by SSDMs.
Focus of PMKVY 4.0
The focus of PMKVY 4.0 has been shifted heavily towards on-the-job training, industry partnership, and alignment with the Skill India Digital platform. It integrates the "Skill Hub Initiative" into schools and higher education, adopting a demand-based, trainee-centric approach designed to meet the ambitions of an Atmanirbhar Bharat.
